NAAC Infrastructure Assessment Parameters
NAAC’s assessment framework (Criterion 4: Infrastructure and Learning Resources) adds another layer of quality expectations above the minimum UGC/AICTE compliance norms. NAAC assesses: adequacy and modernity of classroom and laboratory furniture and equipment, quality and size of the central library collection (both physical and digital), ICT infrastructure including internet bandwidth and smart classroom provision, sports and recreational facility quality and utilisation, hostel condition and welfare facilities, and accessibility provisions for students with disabilities.
An institution that meets UGC/AICTE minimum norms but invests no further in infrastructure quality is likely to score in the B-B+ range on NAAC’s Infrastructure criterion, reducing its overall CGPA and limiting its path to Grade A. Accessibility Requirements (RPWD Act 2016)
All public buildings constructed or renovated after 2016 must comply with the Rights of Persons with Disabilities Act 2016 accessibility standards. For a university campus, this means: level-access or ramped entry to all academic, administrative and residential buildings, accessible washrooms (with appropriate dimensions, grab rails and turning space) on all occupied floors, tactile guidance paths connecting main building entrances and key destinations, accessible parking bays, elevators in all multi-storey buildings, and signage in Braille at key decision points.
