The National Education Policy 2020 is the most comprehensive reform of India’s education system since independence. While much of the public discourse around NEP 2020 has focused on the school education reforms, the policy’s implications for higher education are equally profound and equally important for promoters planning new universities in India today.
Understanding NEP 2020 is not just an academic exercise for university promoters, it is a practical planning requirement. Universities being designed and built today will operate for 20-30 years in an environment that will be substantially shaped by NEP’s implementation. Institutions that design their academic architecture, campus infrastructure, and governance model to be NEP-compliant from day one will have a significant structural advantage over those that attempt to retrofit NEP frameworks onto legacy systems years after launch.
The Four-Year Undergraduate Program with Multiple Exit Points
One of NEP’s most significant higher education reforms is the introduction of a four-year undergraduate program with multiple exit and re-entry options. Under the NEP framework: Year 1 exit, student receives a Certificate in their major discipline; Year 2 exit, student receives a Diploma; Year 3 exit, student receives a Bachelor’s Degree (Pass); Year 4 completion, student receives a Bachelor’s Degree with Honours (or Bachelor’s with Research, for research-focused students). This framework has immediate implications for university planning. Timetabling systems must accommodate students at different program stages with different course requirements. Student record systems must be capable of managing multiple exit points and re-entry. The campus must have adequate space for the larger Year 1-2 student body relative to the smaller Year 3-4 cohort that previously passed through in a 3-year program. Credit management must accommodate the Academic Bank of Credits framework.
Multidisciplinary Education: The Architectural Implication
NEP mandates that universities offer multidisciplinary education, programs that allow students to combine courses from across traditional discipline boundaries. A student enrolled in a Physics degree should be able to take foundation courses in Economics, History or Computer Science. This is a fundamental shift from the traditional Indian single-discipline departmental model, and it has architectural implications that are often overlooked. A campus designed with rigidly departmentalised buildings, where the Engineering block has no connection to the Social Sciences block either physically or socially does not facilitate multidisciplinary learning. The Academic Bank of Credits (ABC)
The Academic Bank of Credits is NEP’s framework for credit portability allowing students to earn academic credits at one institution and transfer them to another, or to pause their studies and re-enter the system at a later point. Universities under the ABC framework must: register with the ABC platform (DigiLocker-based), issue digitally verifiable academic credit certificates, accept and validate credits transferred from other registered institutions, and build timetabling and curriculum design flexibility to accommodate students with varied credit histories. The technology infrastructure required for ABC compliance must be planned into the university’s ERP system from the outset.
Research, Innovation and Entrepreneurship
NEP places significant emphasis on research, innovation and entrepreneurship as core functions of universities not optional extras. Every university should have: a Research and Development Cell or Research Management Office, a Technology Transfer and IP Management Cell, an Incubation Centre for student and faculty start-ups, and at least one externally funded research project within the first five years. This expectation has facility planning implications: incubation centres, maker spaces, and flexible research labs should be part of the Phase 1 campus plan not deferred to Phase 3.
Internationalisation
NEP explicitly encourages Indian universities to internationalise, recruiting international students, establishing international research collaborations, and building toward global ranking recognition. For new universities, internationalisation means: designing guest faculty accommodation that can host visiting international professors for extended periods, building multilingual digital infrastructure, establishing international student support services, and beginning the long process of building research relationships with international universities.
