Location is one of the most powerful determinants of a university’s early-years success and one of the most frequently underestimated factors in new university planning. Most promoters choose a location based on where they own land or where they have personal or business connections. This is the wrong starting point. Location should be chosen based on a structured analysis of market demand, competitive supply, infrastructure, student accessibility, and state government environment. Done systematically, location selection can give a new university a genuine competitive advantage. Done arbitrarily, it can place an otherwise well-designed institution in a market where it will struggle to fill seats.

Factor 1: Catchment Population and Student Density

The most fundamental location variable is the density of the 15-24 age cohort within a realistic travel distance from the campus. For day-scholar-dependent universities (where students commute daily and return home in the evening), this is typically a 30-50 km radius. For residential universities (where students live on campus), the effective catchment can extend to 200-300 km or beyond. Factor 2: Competitive Landscape in the Catchment

A high-population catchment is less attractive if it is already heavily served by strong competitors. The ideal location for a new university has: high student demand, relatively few existing competitors offering the proposed program portfolio, and competitors that are weak in quality, poor in facilities, or have limited capacity for growth. Factor 4: Land Cost and Availability

Land cost has a direct impact on the capital efficiency of the project. A location where adequate land (20-30 acres) is available at ₹20-50 lakh per acre produces a project with a far better return profile than one where land costs ₹5-10 crore per acre. However, pure cost minimisation that drives the institution to a very remote location will damage enrollment. The ideal location balances accessibility (close enough to attract students) with land cost (far enough from metro centres to keep costs manageable). In most of India’s Tier-2 cities and growing urban centres, this balance is achievable within a 15-30 km radius of the city centre.

Factor 5: State Government Environment

The regulatory environment in the state where the university is located significantly affects both the ease of establishment and the long-term operational environment. Factors to assess: does the state have an active, functional Private University Act with a clear application process? What is the current state government’s posture toward private higher education investment? What incentives (land at subsidised rates, registration fee waivers, single-window clearances) does the state offer to new university promoters? How active is the state’s higher education department in processing applications and what is the realistic timeline from application to ordinance passage in the current political environment?
